Free-to-host Prom. Maps

My suggestion is to make the promoted by ProtoCoins maps available to host by anyone without premium. It would encourage more people to play promoted maps and scenarios which are never getting played since a large part of the AtWar community is stuck playing RP and WW1, giving other maps more recognition. Also would increase the game's budget since more people would buy protocoins, possibly giving the admins more money to expand the game's influence and make it more popular on the internet. It's a win-win for mapmakers, regular players and admins.

Basically right now if you have ProtoCoins you can promote a map. I am suggesting that admins allow all non-premium players to be able to host a map that is promoted by ProtoCoins.
