Late joining in scenarios is impossible despite allowed till 99t

As i see this option only exist in imagination, i would take sometimes cripled sides if game is interesting enough but for now is impossible after game starts, someone leave in t2, its impossible to take his side in any circumstances, as my knowledge allows me or am i wrong
