The title says all, Reach the victory killing the enemy general.
This should be an option in Victory section when you make one game.

No it shouldn't it will lead to stacking 100 infantry or more in your general and sticking it the middle of your empire, while moving away from mega stacks.

it's basically like a movable capture capital, and would be frustrating.

If you do that, eventually you will lose all your cities and the enemy could make bunchs of bombers or diferents units with your cities.
Also this is just optional, and in some maps like europe can be fun.
Also there is a rare unit that kill the general.

the rare unit would have to be disabled because that would just be completely dumb.
i'm saying you do that strategy as well as try to fight of the enemy, it will be easier to wear down mega stacks just buy keeping the objective away from them.
europe it would be horrible, you would need it to be in a world map so you can plan your defence.

and you should be able to play with both rules:

capture the capital and kill the general at the SAME TIME
ww2 games need it

While I disagree with some of this, he has a point with the whole moving away thing.

Granted you can't just beef up your general's defense - current capital capturing proves that would just delay your death - moving generals around in something like air transports could be hugely frustrating. A way to prevent large movement from taking place in this game mode would probably be the only way I'd support it.

this idea has been proposed a bunch times, not good for this reason.
