Unit number.

How are the units counted? I mean the number of each type of unit you see in the financial menu.
I ask this because in a custom game I am playing, despite I only have 69 infantry it shows me I have 91, thus costing me more for upkeep.
I was thinking that the units are counted 1 turn in advance, so I see the number of infantry I had last turn, but I'm not so sure about that, cause I don't remember loosing 20 infantry that turn.
I can provide any data, the game is still running, and please don't tell me I didn't counted right. I did it 3 times.

EDIT: So, now I have 2 air transports apearing in the financial tab, but in fact I have 1 and only one. I remember I was in doubts when I bought it so i know it for sure.
