Fixing Leaving problem for future updates(hard but worths it)

Leaving is very annoying problem especially at WW1/WW2 maps or big scenarios since a big roll is gone by the way and worst that you dont know who would fuck your game after it fill with some 20player....so if the leaver's allies can claim his lands after he die it will be very perfect to fix this (this can be a setting approved by host)
although i believe this will not happen soon(or will be ignored) so i did just say this because i felt this would be better and more respectful then many other useless updates being made like ban list :$

First reactions to proposal:

• Ban list was implemented to punish leavers.
  
• Splitting territory among allies may lead to abuse.
  
• Allies of leaver may become very OP when gifted additional territory.
  
• Guess the programming is very complicated.

Solution: stop playing 20 player scenarios

Maybe make it so that someone can hotjoin into the leaver's place when he leaves

At least just make players able to send country to other player after a turn
