It supposedly was fixed some time ago. Again, I simply suppose, can't promise anything.

It works, i know it from experience in wwi where you can see it in action since you have messive general stacks.

As cive said,try going west Germany in ww1 and make a stack of 500 units..later on pull the general out and see how your economy drops
